Often, even when Sensei comes by and says; "Why aren't you moving your feet? Why aren't you getting off of the line?" My answer is most always a shrug.
I wish that I could have answered this one "Never"

Sensei occasionally demonstrates what he calls 'Aikido in a Phone Booth'. This usually entails more focus on hip movement than the feet. It was interesting to see variations of Aikido techniques with minimal body movement.

Hmm depends on witch dojo I train in..
Recently i`ve started in a dojo that dicribes themselves as gravity aikido where a lot of techniques are ment to be done without moving your feet..
It looks and feels strange but ever so soft..

I voted sometimes because sometimes I do it as an exercise in hip and body movement and also because sometimes I screw up and my feet forget to move. I think you'll get more power in any given technique if your whole body is moving and focused behind the throw/control.
Of course...sometimes I choose not to move my feet because my uke would end up out the window. We train in a smallish dojo

Even our exercises and drills our feet are always moving (knees if you include suwariwaza). Course we don't do Funakogi-undo.
I could see someone doing a component of a technique in isolation but that really isn't a technique is it? Hard for me to see Aikido in a non-dynamic situation.

I voted seldom, as we did a neat katate-dori nikyo on Friday where uke pins tori back against the wall, and tori has to apply technique without moving their feet
I suspect we may do more of these, as our Friday sensei has been participating in self-defence seminars lately

A matter of definition:
We normally move before the technique, but during the technique itself we often stay in place and just rotate our hips and feet, without movement. It's difficult to explain the movement in words, but this is one of the characteristics I find for Korindo Aikido - smaller foot work and extended hip work for power generation.
Tori can step in the technique when the technique demands it, or his harmony with Uke requires it. But in many cases, high quality technique would be implemented with a single pre-exaction move.
