There is very little that the people of the 21st century have over the pre antibiotics generations in the area of biological warfare.

Germ warfare never became a mainstream weapon because it is the quintessential double edged sword. No one has figured a way to deploy it without causing indiscriminate damage.

Not according to this wikipedia article: http://en.wikipedia.org/wiki/Biological_warfare but I do not feel strongly about this particular episode. My point still stands supported by many other examples. This one is nice:
