He's not. He's godan, I believe. And that's in judo. His real skill is in sambo, the Russian derivative of judo used by the KGB (of which he was head...). In military sambo training, they use weapons such as trenching shovels and the 'training' is about like a UFC bout. And Putin was highly advanced in that.

In judo it is considered bad form to wear ratty belts and worn out gi. I'm sure anytime he goes out for an event he wants to look as presentable as possible. The best way to do that is brand new belt and gi.
