As students progress we give more resistance to nage to make him/her achieve kuzushi. Timing is very important but as well there are atemei that can be used. Atemei doesn't have to be striking either. Anything to distract the uke, to disrupt their train of thought and intent so that you can perform your technique.

Experienced ppl resist using faaaaar more sophisticated skills then stiffness. There is no simple solution.
I'd say, first rule is to maintain movement of uke all the time. It can be done in many ways, for entry level -> you may use a different kind of lock.
While uke is in movement, you can always find small opening in his position, to enter directly to his center. Once you distroy his center he is done. To create this small opening, we can use surprise as a excellent tool(example; changing level or direction, or both the same time....)

However, much more easy to write then to do in reality LOL

Ask the more experienced person you're training with what to do. Hey...ask the less experienced person you train with, too!

If the idea is to take your uke to the edge of balance throughout the technique, so that you can control where they are going to fall, then asking them when they've reached the edge of their balance or how much further you have to move them to get them there is probably the best way to figure this out.

As you ask more and more people, of different body types and sizes and experience you will gain the experience to "feel" where the point is that allows you to control uke.

Quick point:

My definition of "edge of balance" is that point where uke is almost about to move to recover their balance naturally whether it be by taking a step or standing straighter or whatever. The direction they move naturally at that time is the direction you use to move them to the next point at the "edge of balance". Of course, if you're really good, lucky and the stars are aligned properly you can have this "edge of balance" be applied throughout your technique so uke doesn't really have a chance because they're always about to fall.
