Regarding the first clip, allow me to give an Englishman's perspective. It's called Morris Dancing, and it's not taken seriously by anyone other than morris dancers (and only by a minority of them) and perhaps the odd academic.
It's a rural cultural relic, and the best I can do by way of explanation is to describe it as a beer thing. Old-fashioned beer - dark heavy warm ales. In short, it's a laugh.
