Katana banned in Australia?

I was looking around on Fark today and I caught a link to a very short article. I was curious if anyone in Australia knew anything about this other than what the story says...

They mention that a teenager almost had his arm severed by a samurai sword, so now they're banning them. They mention that there is also a ban on crossbows, but there may be exceptions for collectors. What about sword collectors?

Anyway, just curious if anyone knows what's going on there.

I just can't wrap my brain around this type of thinking How many deaths are attributed to alcohol or smoking every year are those things going to be banned? A kitchen knife is made for the express purpose of cutting things. If someone goes on a rampage and cuts a bunch of people will they ban those too?
