I can try to show you some of what's being discussed in terms of IS kinda "as it's own thing" as well as how I'm trying to express it in the movements of aikido. I agree with the general discussion in that it's a combination of building skill in using muscles a bit differently, while also conditioning the collaboration of the muscle-tendon-bone cooperative so that it builds in overall "strength". To me, the pure IS model is that it's a combination of skill/strength. Different martial arts may focus on different aspects of that skill/strength combo, but that's where sometimes it gets difficult to differentiate between internal strength, the techniques of a martial art and the ideal overlap between them.
