"Suihei" simply means "level, horizontal", while "do(u)-giri" means "a cut to the torso". One could, in theory, have any kind of suihei cut, from eye level to ankle level. By the same token, a cut to the torso doesn't need to be perfectly flat and horizontal, although that will vary by style and technique.
