Well i guess that would beg the question of why suwari-waza techniques are in the grading if they aren't relevant...
Actually, suwari waza is almost completely
irrelevant to my practice. (Well, 99.99999999% so.) It can be an interesting exercise once in a while, and can be used to illustrate the point that I can still do techniques on someone much bigger than me. If anything, suwari waza has only served to screw up my hips and knees permanently.
BTW, not to be a stickler, but the phrase "beg the question" is a actually logical fallacy that is often misused when people really mean "raise the question." - see: http://www.fallacyfiles.org/begquest.html
