It's uke's job to make sure that appropriate resistence is given. Sometimes, the technique cannot be done at full speed and/or resistence because sensei is teaching some aspect of it.
If you want to test your Aikido, there are plenty of ways to do it. Randori-ho is but one example. That's why I like our (read shodokan) training method . It keeps thing at least somewhat real: if my technique is rubbish, I'll get dump on my arse by uke. It would be humbling if it did not happen that oftern.... *grins evilly*
