On the one hand, it may be a visa scam. On the other hand, I'm in grad school admissions, and over the past year we've noticed a major uptick in applications from Morocco and Libya with upfront documentation of full government support for the students. There is clearly a ramped up governmental effort to send students abroad from both countries.

Whether the e-mail you got was an example of what I'm seeing, or a pilotfish scam in its slipstream is an interesting question.
