Reminds me a lot of irimi nague.
We are instructed not to position arm in the neck line, but to circulate it around uke, much like the way a river goes through a rock (onwards, almost strike, upwards - palm to the sky, cicle down while stepping forward). It's beautiful (and it works).

The water analogy is pretty old. I've found reference to it in Shinkage-ryu as far back as the mid-1600s. I suspect Bruce got it from Chinese arts going back much further than that.
