When you look at employing a "weapon system" you measure it's cost/value ratio just like you do in any other endeavor. Snipers have proven to be of a high value for a number of reasons.

1. They are a huge psychological deterrent to the enemy, regardless of what they actually shoot. Just the fact that they might be out there is enough in most cases.

2. Counter Sniper has proven effective against IED ambushs.

3. They help bolster the morale of our troops who sometimes feel like sitting ducks traveling up and down supply routes.

Amen...Snipers are huge force multipliers and the most feared element in our two wars if you're our enemy. Our Army, Marine and SEAL snipers are the best in the world. And yes Tony that includes taking the SAS/SBS into account. LOL :)

On the debit side I presume that they do not come cheap (training, equipment, etc..). Funny how when application of brute force becomes unfeasible, the value of highly trained individuals rises.
