What does it mean?
Peace and love
Jo
Jo,
Try copying and pasting the kanji into the following form:
http://www.csse.monash.edu.au/~jwb/cgi-bin/wwwjdic.cgi?1B
You might need to select "Kanji (cut-and-paste or IM)" in the drop-down, but the default "Japanese On or KUN reading (Kana or Romaji)" seems to work.
To answer your question, the term basically means "section" (as in an "IT section" or "accounting section" of a company) or "club" (as in a "fencing club" or "music club" at a school).

Thanks Jun; that website looks like it'll come in handy!
From the website
section; bureau; dept; class; copy; part; portion; counter for copies of a newspaper or magazine
So
:ai: :ki: :do: 部
On a website would mean "the aikido bit"
peace and love

Or "Aikido Club". Context is king.
